One planned community, more than a dozen clusters and a master association. Roofing here starts with who owns the roof and who approves the shingle.
Newtown Grant is a single planned community inside Newtown Township, built out in phases and organized into clusters: single-family groups such as Eagles Pointe and Pheasant Walk, townhouse sections such as Quail Creek and Ravens View, and the Society Place condominiums. A master association sits above them. Most of the build-out ran through the late 1980s and 1990s, which puts the original roofs at or past replacement age.
Before a shingle gets picked, the question is whether your cluster or the master association controls the roof, and what color and profile are already approved. We work to those specifications and provide the documentation associations ask for. The building permit itself is issued by Newtown Township under the Pennsylvania Uniform Construction Code.

In a townhouse or condominium cluster the roof crosses property lines, so scheduling, color approval and who pays for what all get settled before the first tear-off.
Color, profile and manufacturer are often already fixed by your cluster’s rules.
Townhouse runs are re-roofed in blocks so the seams between units stay right.

Newtown Township issues the permit; the association handles design approval separately.

It depends on your cluster’s governing documents. In many condominium and townhouse associations the roof is common element and the association contracts the work; in single-family clusters it is usually the homeowner with design approval required. Check your covenants or ask your cluster board, and we will quote to whatever specification they confirm.
Newtown Township, under the Pennsylvania Uniform Construction Code. Newtown Grant is a community and a census place, not a municipality, so it has no permit office of its own. Association approval is a separate step that happens alongside the permit, and we supply the product data and warranty information boards usually want.
Technically yes, but it rarely ends well. A roof that runs across four units has valleys, party-wall flashing and a continuous ridge, and cutting a new roof into an old one leaves a seam that will be the next leak. Re-roofing the whole block at once costs less per unit and removes that weak point.
Probably close. Builder-grade three-tab shingles from that period were commonly rated twenty to twenty-five years, and this climate does not extend that. We look for granule loss, curled edges, brittle valleys and any pipe boot that has split, then tell you whether you are looking at this season or a few more.
