A canal village squeezed between River Road and the Delaware, with wooded cliffs behind it and Ringing Rocks Park above.
Upper Black Eddy runs along River Road in Bridgeton Township, a thin line of houses between the Delaware Canal towpath and the water, with the free bridge over to Milford on the New Jersey side. Behind the village the land climbs steeply into woods, and Ringing Rocks Park sits up on top. The houses are canal-era and close to the road, many of them narrow, tall and shaded on at least one side for most of the day.
That setting is hard on a roof. Humidity off the river and shade off the hillside keep slopes damp, and litter from the wooded bank packs into valleys and gutters. We detail valleys to shed rather than collect, use algae-resistant shingles on shaded slopes, and check sheathing carefully on anything low-slope. Bridgeton Township issues your roof permit under the PA Uniform Construction Code.

Constant humidity off the water and a wooded slope dropping debris on the roof mean surfaces stay wet and valleys stay full unless they are detailed for it.
Shade from the hillside keeps one side of the house damp most of the day.
Leaf litter off the wooded bank fills valleys and dams water back under shingles.
Persistent damp feeds the black streaking that shows up fast on river valley roofs.

Same office, same crews, a short drive away.
Bridgeton Township. The village is not a borough and has no separate government, so the township is the permitting authority under the Pennsylvania Uniform Construction Code and arranges the inspection. It is a small township office, so we confirm the current submission process before we file rather than assuming it matches the last job.
It shortens it at the edges more than in the middle. Constant moisture feeds moss and algae, keeps valleys wet where debris collects, and works on the sheathing under any low-slope section. The shingle field itself usually ages on schedule. Detailing for drainage and keeping debris off is what buys the years back.
It needs planning, not heroics. We work out where material and the dumpster can sit without blocking the road, protect the walls and the ground on the tight side, and hand carry where equipment cannot reach. On a lot this narrow the setup takes a good part of the first morning, and we allow for that up front.
Flooding is a wall and foundation problem, not a roof one, so the roof is usually the least of it. What the river does affect is humidity in the structure afterward, which is why ventilation matters here. If flood work opens up ceilings or the attic, that is a good moment to look at the roof deck from inside.
