Chester Township is its own municipality, separate from the city next door. Roofing and permits handled through the township.
Chester Township is a small municipality of about a square and a half, wrapped around Chester Creek between the city of Chester, Upland, Brookhaven, Aston and Upper Chichester. Mail and directions often say Chester or Brookhaven, but the township has its own government. Housing is largely mid-century and modest: twins, rows and small detached houses with shallow roofs.
Getting the municipality right matters before anything else happens, because a permit filed with the wrong office costs you time. We confirm the boundary, then quote the roof on what the tear-off will actually require. Permits are issued by Chester Township under the PA Uniform Construction Code, not by the city and not by the county.

Same office, same crews, a short drive away.
It depends on which municipality the property actually sits in, and they are separate governments. Chester Township and the city of Chester each administer the Pennsylvania Uniform Construction Code within their own boundaries, so the same postal name can point to two different offices. We verify the parcel before filing.
We inspect and measure, give you a written scope and price, file the permit with Chester Township, then tear off to the deck, repair what needs it, and install underlayment, flashing, shingle and ventilation. Most houses this size are a one or two day install. Cleanup and a magnet sweep close it out.
Because wind pushes water where gravity would not take it. On a shallow roof, a nor’easter can drive rain up under the courses and sideways into wall flashing that handles ordinary rain without trouble. That is why the underlayment and the flashing details matter more here than the brand of shingle.
