Boothwyn, Ogden and Twin Oaks were mostly built after the war, and most of those roofs have already been replaced once. What the first crew left behind matters.
Upper Chichester Township runs from the Conchester Highway down toward I-95, and the bulk of it, Boothwyn, Ogden, Twin Oaks and the streets around them, went up between 1950 and 1975. Almost every one of those roofs has been done at least once since. Some were torn off properly. Some were laid straight over the original, and that decision is still sitting up there.
So the first thing we do is find out what is actually on the roof: layer count, deck condition, whether the old flashing was reused. We tear off to the boards, replace what is soft, and rebuild flashing rather than reflashing around it. Upper Chichester Township issues the roofing permit under the Pennsylvania Uniform Construction Code.

Flat, TPO and metal systems, with maintenance programs that protect the asset.
Storm damage, active leaks and fallen trees, with 24/7 phone response.
Layovers, reused flashing and shortcut ventilation from a previous replacement shorten the life of whatever goes on next, so we start by finding out what is there.
Two or three coverings add weight and hide decking that may already be failing.
Old step and chimney flashing left in place is the most common source of repeat leaks.
Plank and early plywood decking needs checking once the old covering is off.
The township issues roofing permits itself, and we handle the filing and the inspection.

We do not recommend it. A layover hides the decking, traps heat, and reuses flashing that is usually the reason the roof leaked in the first place. It also shortens the life of the new shingles. Tearing off costs more on the invoice and less over the life of the roof.
Boothwyn sits in Upper Chichester Township, so the permit comes from the township’s code office under the Pennsylvania Uniform Construction Code, not from Delaware County. We submit the application, post the permit on site, and arrange the final inspection as part of the job.
You usually cannot until the old roof is off. Soft spots underfoot, sagging between rafters and staining in the attic are hints. We budget deck replacement as a per-sheet line item, so there is no surprise if we find rot and you only pay for what we change.
That streaking is algae, common across this area on north and shaded slopes. It is mostly cosmetic but it holds moisture against the shingle. Cleaning helps temporarily. On a replacement we specify algae-resistant shingles and metal at the ridge to slow it coming back.
