A tight borough on the Schuylkill across from Norristown, at the foot of the DeKalb Street Bridge. Rows, twins, and rear additions that are almost flat.
Bridgeport is a compact borough squeezed between the Schuylkill River and Upper Merion, facing Norristown across the DeKalb Street Bridge. The housing is dense and mostly pre-war: brick rows, twins and narrow singles along Fourth Street and the streets running down to the river. Behind a good many of them sit kitchen and bathroom additions with roofs so shallow they are effectively flat.
Those flat sections are where most of the leaks in this borough live, and shingle has no business on them. We re-cover them in EPDM or TPO, rebuild the flashing into the brick above, and terminate the main roof cleanly at each party wall. Permits are issued by Bridgeport Borough under the PA Uniform Construction Code.

Storm damage, active leaks and fallen trees, with 24/7 phone response.
Rear additions here were often covered in shingle or rolled roofing that cannot handle standing water, so the laps open and the ceiling below stains.
Flat rear additions taken back to deck and covered in EPDM or TPO.
Terminations cut into the brick above, not surface-sealed against it.
Row and twin roofs finished cleanly where they meet the next house.
Bridgeport Borough issues the roof permit under the state construction code.

We would not do it. Shingle relies on gravity and a slope to shed water, and on a near-flat deck water sits at the laps until it works through. A single-ply membrane is the correct system there, heat-welded or seamed and flashed up the brick behind it.
Bridgeport Borough, under the PA Uniform Construction Code. Neither Norristown across the bridge nor Montgomery County has a role in it, even though the mailing geography can make it feel that way. We file the application and handle the inspection as part of the job.
Your roof is replaced up to each party wall and terminated there with new metal, so the work stands on its own. We coordinate with neighbors when access or scaffolding crosses a line. If two or three owners go together the price per house drops, and the roofline ends up consistent.
Some ponding is expected on a flat roof, but water that stays for a day or two is not. It usually means the deck has sagged or the drain or scupper is undersized or blocked. We look at slope and drainage first, because a new membrane over a ponding deck will fail the same way.
