Where the Perkiomen meets the Schuylkill in Upper Providence Township, and where most of the housing went up after Route 422 opened in 1985.
Oaks sits at the confluence of the Perkiomen Creek and the Schuylkill River, an old canal and railroad stop that changed character when Route 422 opened in 1985. Most of what stands here now is subdivision and townhouse building from the late eighties onward, with a second wave after the sewer expansion in 2008. The Expo Center and the Schuylkill River Trail are the landmarks.
Roofs that went on in the same few years come due in the same few years. We check nailing, valley construction and step flashing, because that is where a quick build shows first, and we look hard at attic ventilation on townhouse runs where soffit intake was minimal. Upper Providence Township issues the roofing permit under the PA Uniform Construction Code.

Probably close. A builder-grade roof from the mid-nineties is at or past its service life, and around Oaks that is true of a lot of houses at once. An inspection tells you whether you are looking at replacement now or a repair that buys you a few more seasons.
Two approvals, and they are separate. Your association may have rules on color and product for the whole run, so check the documents first, and the construction permit comes from Upper Providence Township under the Pennsylvania Uniform Construction Code. We can supply the product data an association usually asks for.
The ridge and the rake edges take the most uplift, and on open ground along the river corridor there is nothing slowing the gusts. Hip and ridge cap is often first to go when it was fastened light. We refasten to spec and check the starter course at the rakes while we are up there.
We do not recommend it. A layover hides the deck, adds weight, and makes proper ice-and-water and flashing work impossible at the eaves and walls. Tear-off costs more on the invoice and less over the life of the roof, and it is the only way we can stand behind the warranty.
