The borough handles its own. Pottstown is a separate municipality from Lower and Upper Pottsgrove, so your roofing permit and inspection go through Pottstown Borough under the PA Uniform Construction Code. If your parcel is just over the line, we confirm which office before filing.
It is a wooden trough built into the cornice rather than hung on the fascia, common on Victorian-era Pottstown houses. When the lining fails, water runs into the cornice and down inside the wall. It is relined with membrane or metal as part of the roof, not patched with sealant.
On these houses that is usually the low-slope rear section meeting a cold wall. Snow melts off the steep front, runs onto the flatter back, and refreezes where the water has nowhere to go. Ice-and-water underlayment and a real membrane back there fixes it.
That happens when the party wall flashing was cut short or reused. Water tracks along the shared wall and shows up on whichever side has the weaker detail, which is often yours. We look at both sides of the wall and flash the full height rather than skimming it.
