Blue Bell is the name everyone uses. Whitpain Township is the one that issues the roof permit and the code office that inspects it.
Whitpain still has its old crossroads names: Center Square where Skippack and DeKalb Pikes cross, Broad Axe, Belfry, Franklinville, Washington Square. In practice Blue Bell has absorbed most of them as the mailing address. The housing is largely 1960s through 1990s Colonials on generous, wooded lots, with big roofs that have plenty of hips, dormers and rear bump-outs. The Wissahickon and Stony Creek run through it.
None of that changes who signs off. Scope, permit and inspection all go through one office, and we write the job so that office can read it: tear-off extent, underlayment, valley method, ventilation, flashing. Permits for residential roof work in Blue Bell, Center Square and Broad Axe are issued by Whitpain Township under the PA Uniform Construction Code.

A large roof with six valleys and three dormers has dozens of critical details, and a single missed one puts water inside the house.
Older skylights on these roofs leak at the curb flashing, not the glass.
Framed chimney chases need counterflashing and a proper cricket on the uphill side.
Wooded lots load long valleys with leaf pack that holds water against the deck.
Blue Bell and Center Square addresses permit through Whitpain Township, not the county.
Same office, same crews, a short drive away.

There is no Blue Bell municipality. Blue Bell is a postal name inside Whitpain Township, so the permit and inspection go through Whitpain’s code office under the PA Uniform Construction Code. Center Square, Broad Axe and Belfry addresses work the same way.
If they are more than twenty years old, yes. The flashing kit and the curb are what leak, and rebuilding them properly means opening the roof around each one anyway. Doing it with the roof costs far less than doing it as a separate job later.
It usually needs new counterflashing, and on a wide chimney it needs a cricket to split the water above it. Reusing old flashing at masonry is the most common shortcut we find, and it is why a roof leaks at the chimney two winters later.
Most single-family roofs in Whitpain are a two to four day job, longer if the deck needs work or there are several skylights and chimneys to rebuild. We give you the sequence up front, and we do not open more of the roof than can be dried in that day.
