Richwood was Mount Pleasant before it was Richwood, and it is still mostly open ground: nearly two thirds of residents here are counted as rural. It straddles the Harrison Township and Mantua Township line off Route 322 near the Route 55 interchange. The housing is a genuine split. Old farmhouses and outbuildings sit along the through roads, while behind them newer construction has gone up on what used to be planted acreage.
Those two sets of roofs need opposite things: one wants careful work at old valleys and chimneys, the other wants a hard look at how fast it was built. Which construction office you file with depends on your address, the Harrison Township office or the Mantua Township office, both under the New Jersey Uniform Construction Code.
