That is Gloeocapsa magma, an algae that feeds on the limestone filler in asphalt shingles and streaks downward with the water. It is common across the mid-Atlantic and it is cosmetic, not structural, so it is not a reason to replace a sound roof. If you do replace, algae-resistant shingles with copper in the granules keep it from returning.
