Chester County holds two kinds of roof. Your municipality does. Pennsylvania building permits are issued locally under the state Uniform Construction Code, so a reroof in West Whiteland goes through West Whiteland and one in Phoenixville goes through the borough. The county does not issue them. We pull the permit for your address and handle the inspection and closeout.

That is an ice dam, and it is usually an attic problem rather than a shingle problem. Heat escaping through insulation gaps melts snow high on the roof, the water runs down and refreezes over the cold eave, then backs up under the shingles. Membrane at the eaves protects the deck. Fixing ventilation and insulation is what stops it.

Not necessarily, and the answer depends on where you are. Outside a designated historic district nobody dictates material, so slate repair, synthetic slate and asphalt are all on the table.
